Magtymguly Turkmen State University hosted a course on international human rights standards, organized by the OSCE, focusing on the pre-trial stages of criminal proceedings and investigations.
Over eighty students and teachers from various Turkmen institutions participated, including the Ministry of Internal Affairs’ Institute, the Ministry of Foreign Affairs’ Institute of International Relations, and the International University for Humanities and Development.
The course provided students with a historical perspective on human rights and discussions on their types, functions, and importance in criminal law enforcement.
John MacGregor, Head of the OSCE Centre in Ashgabat, highlighted the role of OSCE field operations in supporting local authorities to strengthen the justice system and prevent human rights violations.
Moldovan human rights experts delivered lectures on ensuring personal inviolability during investigations and providing suspects with the right to defense. The course also covered safeguards against ill-treatment in pre-trial investigations. Students participated in practical exercises and discussions, supporting Turkmenistan’s National Action Plan on Human Rights for 2021-2025.
